Enables FIPS (Federal Information Processing Standard) Level 3 encryption requiring that key fills via the KVL (Key-Variable Loader) transfer the keys to the radio in an encrypted mode.

This requires that the customer uses a KVL 3000 Plus or KVL 4000 that also supports and is configured for FIPS Level 3 encryption. |
When the Secure Operation field is set to "Hardware", and
when the radio is model / option capable.
